Procurement Specialist - Public Health

Contract / Interim - Competitive Day Rate

Are you a seasoned procurement professional with a strong track record delivering end‑to‑end public sector tenders? Our client, a leading public health organisation, is seeking an experienced Procurement Specialist to support a wide portfolio of strategic sourcing activities.

Key Responsibilities

  • Lead and manage the full lifecycle of public procurement projects, from market engagement through to contract award.
  • Ensure all tendering activity is fully compliant with Public Procurement regulations, including the Procurement Act 2023 and Public Services Regulations (PSR).
  • Engage, influence and support a wide range of internal and external stakeholders, ensuring clarity, buy‑in, and strong commercial outcomes.
  • Prepare clear, articulate documentation including ITTs, evaluation reports, governance papers and procurement strategies.
  • Utilise e‑tendering platforms (e.g., ProContract) to manage competitions, communications, evaluations, and audit trails.

Essential Skills & Experience

  • Demonstrable experience running end-to-end public procurement tendering processes.
  • Up-to-date knowledge of the Procurement Act 2023 and a strong understanding of PSR regulatory requirements.
  • Exceptional stakeholder management with the ability to build trusted relationships and challenge constructively.
  • Excellent communication skills-confident, articulate, and able to present complex information clearly.
  • Working knowledge of eTendering systems, ideally ProContract or similar.
